HH Lt. General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, attended the World Strategy Summit on Tuesday morning at the St. Regis Hotel on Saadiyat Island, Abu Dhabi. The summit, which was held under the theme ‘Strategic Leadership for the Future’, witnessed the participation of some of the leading contemporary thinkers and strategic experts working in governmental and institutional agencies. The summit has been organized by the Ministry of Interior, in cooperation with the American Association of Strategic Planning and the global platform for development, the World Development Forum.
In his commencement speech, Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior, welcomed the guests to the UAE – their second home and host of the first session of the summit held in partnership with the American Association of Strategic Planning.
Lt. General Al Sha’far also welcomed the myriad of thinkers, experts and world leaders in strategic planning, inviting them to share experiences, review the best international practices, and discuss the challenges in the strategic planning fields.
“Hosting this summit provides a significant opportunity to promote constructive cooperation and improve the systems in place for strategic planning,” he said. “This is in order to keep pace with scientific developments, promote police work, and to provide our police with all of the possibilities available in order to maintain the security and stability that is enjoyed by our nation.” Lt. General Al Sha’far continued by attributing such efforts to the leadership of His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE - may God protect him; and to the strategy of the Ministry of Interior to maintain safety and security in order to achieve the noble goal of fostering communal growth and wellbeing.
He added that the dimensions and forms of strategic planning in the United Arab Emirates have been consolidated thanks to the guidance of the nation’s senior leadership, which has a clear and coherent vision for strategic planning, as well as an insight into the future. “Human beings are regarded as the basis and center of development, hence this vision aims to develop human capability and potential through the provision of all aspects of security and stability,” he said; noting that this and the success of UAE Vision 2021 can be achieved through consolidating the values of knowledge and learning, and building solid foundations to reach the strategic plans necessary for federal and local authorities in terms of vision and objectives.
Lt. General Al Sha’far stressed that the adoption of strategic thinking constitutes a strong foundation to enable countries and institutions to achieve their desired goals and successes. “Strategic thinking is the driving force for the success of any institution, as it ensures continuous progress towards achieving the desired objectives,” he said.
He stressed that the leadership, according to a clear vision characterized by well-considered planning, can achieve greater success and progress according to specific visions and plans. He added that, thanks to strategic thinking and planning, many countries have reached the ranks of developed countries and provided prosperity and wellbeing to their people. Since its inception, the UAE has realized this matter and through sincerity and dedication, the UAE has ensured the prosperity of its homeland and citizens through such a national vision.
Concluding, Lt. General Al Sha’far was confident that the outcomes and recommendations garnered from the summit will be both appreciated and respected. He expressed his hopes that the summit achieves the desired objectives, and thanked the participants and those in charge of organizing the summit, wishing all success and prosperity.
The events of the summit commenced with the national anthem, followed by a documentary entitled "Strategy and Leadership for a Better Future". The film reviewed the most important stages and developments in strategic management and recent trends of future leadership. It focused on the objectives of the summit, namely the establishment of a global platform for strategy, leadership and innovation that contribute to leadership development for governmental and business sectors. The film also presented a part of the efforts of the UAE Ministry of Interior’s specialized departments, highlighting the stages and achievements made by the UAE that have established it as a leader in this field.
Her Excellency Sheikha Lubna Al Qasimi, UAE Minister of International Cooperation and Development and Head of the UAE Committee for the Coordination of Humanitarian Foreign Aid, assured in her speech that the instructions of the wise leadership of the UAE enhanced the readiness of the country’s institutions and their mutual cooperation with other countries and international humanitarian institutions. Her Excellency also said this would ensure more rapid responses following the repercussions of humanitarian crises and natural disasters in various regions of the world.
“The World Strategy Summit aims to prepare strategic leaders for a better tomorrow, and given the long term vision of our leaders in the UAE and the accelerated pace of development in our country; it is human capital that has built this nation,” she said. “Harnessing the human capital is essential for efforts to flourish,” she continued; as she pointed out that human capital has allowed the UAE to grow at an unprecedented rate, enhancing the ability to think innovatively.
“Every day, I see that people are the key element for progress,” Her Excellency said. “Through our mission to focus on the people working with us and to support them in all parts of the world grants an unprecedented platform for growth. The combination of this approach, which focuses on the rights and culture of giving and value for strategic leadership, provides the UAE with its formula for success.”

Her Excellency continued, “As the Minister of International Cooperation and Development, it is my duty to ensure that the UAE’s success formula is implemented in foreign aid as well. Therefore, I will work tirelessly to circulate the new and innovative ideas in strategic planning for the UAE’s foreign aid, and I will review the strategic vision of charity work.”
According to Her Excellency Sheikha Lubna Al Qasimi, the UAE’s foreign aid began four decades ago. Through the Emirati spirit of benevolence throughout every level of society, individual and collective volunteers have given back to their society and to the world. Her Excellency pointed out that since the establishment of the UAE in 1971, the wise leadership has participated in the support for societies in need. Foreign aid is deeply rooted in the Islamic creed and Arabic tradition. She also mentioned that the UAE plays a role in the long term vision to improve the stability, safety and development across the Middle East and around the world.
She also reviewed the state’s efforts during the past two years in humanitarian work, stressing that the UAE has achieved a rank as the largest donor in the area of the official development assistance as a percentage of gross national income (GNI), where the international foreign aid amount was more than AED 21.6 billion in 2013, with the aid flowing from 45 organizations to 140 countries and millions of people.
For his part, strategic expert Professor Gary Hamel praised the achievements made by the United Arab Emirates in harnessing and benefiting from its human capabilities – which has enabled it to achieve remarkable development in the field of infrastructure and economic development in a short period. He said that the UAE has excelled and become one of the most advanced countries in the world, because of its long-term visions in addition to the strategic knowledge of its work methodology.
He also talked about the absolute competitive advantage through his theory of achieving the “ultimate competitive advantage”, explaining how the governmental institutions and the business sector can take advantage of this form to achieve their goals and enhance their competitive capabilities.
Professor Hamel also said: “The institutions are currently facing a new challenge outside the performance’s framework or the administrative traditional systems which are highly relevant to bureaucracy. The accelerating changes, the enormous technological developments, the e-commerce tactics and globalization are working to bring about significant changes in the structure and methodology of our own traditional management."
And he added by saying: “To keep up with this fast-growing economic environment, it is incumbent upon the institutions to achieve a viable advantage which is capable of change in a comparable speed to the change itself. And thanks to the favor of this advantage, the institutions will be able to get a greater number of the usual opportunities, and to take the initiative to redefine the customers’ expectations, and to avoid the unexpected shocks concerning the revenues, in order to enjoy a great deal of flexibility, and to be able to change before there’s a necessity to do so. This also enables the ability to eventually invest in the future in a better way, and to build institutions that are able to adapt to changes on a large scale. There is a need to include a new set of principles in the management systems.”
Hamel also presented the outline of the road map for developing the institutions to cope with the future’s demands.
For his part, James Stockmal , the Vice President of the Association of Strategic Planning, considered the World Strategy Summit a unique platform for business leaders and governmental officials to foresee ideas and gain the expertise and experiences offered by a number of the most famous international experts; thereby contributing to developing the performance and improving the competitive advantages, valuing the interest of the United Arab Emirates and its efforts in organizing the summit, as to enhance the international cooperation efforts.
Dr. Tom Peters, US global thinker, made a presentation entitled: ‘An imaginative look at the excellence in business in an era full of fluctuations’. In the presentation, he explained the role of individuals and employees in achieving leadership, excellence and creativity and involving them in making a quantum leap in the strategy of the business to achieve the results the heads of companies aspire to access. He said, in the business world, profit doesn’t come the first time around.
He also said that there are 10 million people in the world that will face risks, and that 35% of jobs will face disasters in the future; therefore, legislation that translates prosperity for the people of the UAE and the world at large must be considered. He said there must be an idea of a leader who has the moral responsibility and the responsibility towards the people who work for him, as this support provides further profits and proves that temporary work is not futile.
The summit also discussed working papers, sessions and programs to assess and study the strategic leadership capabilities of the participants within four areas: leadership, innovation, planning, and implementation. It also presented the practical and realistic issues in planning scenarios and strategic implementation.
Ohood AlRoumi, the Director General of the Prime Minister's Office, presented a worksheet on vision and future prospects in the United Arab Emirates, where the vision of the founding leaders was achieved in four important elements, which are: the vision, foreseeing the future, determination, and implementation. She pointed out that the UAE began with a modern vision that was embodied in four elements: the human being, shielding the human values and the social connections, friendliness, and the Emirati identity and tolerance.
She also emphasized the need to follow the footsteps and the method of the founders, and to achieve the principle of justice and fairness. “Where the UAE has achieved that so clearly, we seek to achieve the UAE Vision 2021 to highlight the Emirati talents which are based on innovation and knowledge-based economy in order to achieve a global economy,” she said.
Dr. Nawal Al Hosani, the director of sustainability administration at Masdar Company and Director of Zayed Future Energy Prize, spoke about the subject of sustainability. She noted that the agent of change represents a common threat, which is reflected on companies and governments in the countries to cope with climate change.
She also said that any element of the strategy is important for the decision-makers who see the nature of the climate change, as this aids members of the community. Without these elements, she said, no society will be able to succeed in overcoming these changes and fluctuations; and therefore the inclusion of sustainability in strategic plans is essential for creating an innovative environment.
The opening of the summit was attended by HE Lt. General Dhahi Khalfan Tamim, Deputy Chairman of the Dubai Police and General Security; Major General Khalifa Hareb Al Khaiaili, Assistant Undersecretary of the Ministry of Interior for Naturalization, Residency and Ports; Major General Mohammed Al Awadi Menhali, Assistant Undersecretary of the Ministry of Interior for Resources and Support Services; and Marwan Al Sawaleh, the Assistant Undersecretary for supporting services at the Ministry of Education; representatives from Prime Ministers Office; the Vice President of the American Association for Strategic Planning; police leaders; general directors; a large number of officers from the Ministry of Interior; and a large crowd of invited guests and interested people.
At the end of the session, discussion was opened, where the experts participating in the session answered the questions and inquiries of the audience.
