Under the patronage of Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, the Ministry of Interior organized on Tuesday, the Fourth Scientific Forum for Research and Decision-Making Support Centers at the Police Officers Club in Abu Dhabi. Participants at the Forum called upon the competent authorities to conduct periodic opinion polls and field surveys to identify the number of young people affected by the destructive ideas that are tackled across various social media networks.
Moreover, the attendees underlined the importance of concluding scientific cooperation agreements between the Ministry of Interior and the different universities and research centers across the country in order exchange scientific and academic knowledge and expertise, and to create a common database for research and decision-making support centers, to be linked to survey centers within the UAE.
Major General Dr. Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior, inaugurated the Forum that was organized by the Research and Survey Center at the Ministry of Interior, under the slogan “The Role of Studies and Researches in Support of the Decision-Making Process”. In his address on the occasion, Major General Al Nuaimi praised the attention dedicated d by His Highness Deputy Prime Minister and Minister of Interior to scientific research, which is the cornerstone and main pillar for the progress of nations. Furthermore, Major General Al Nuaimi hailed His Highness’s support to scientific research centers for their pivotal role in advancing and promoting police and security work, thus benefitting the society.
Additionally, the Secretary General pointed out that the Forum embodies the commitment of the Ministry of Interior and the various police general headquarters to effectively communicate and interact with the public, particularly in the field of security research to maintain consistency and harmony in security performance. “Establishing an integrated security system in terms of structure and personnel has been achieved thanks to the strategic approach adopted by the country. It stems out of the supreme police leadership’s directions, aimed at making the UAE a haven of safety, security and stability,” indicated Major General Al Nuaimi.
He said that “There is an increasing need for scientific research in today’s world, in light of the many changes and developments taking place globally, which can impact local communities both positively and negatively, particularly when it comes to security.” He also stressed the growing importance of scientific research in the franctic race to acquire the necessary knowledge to ensure comfort and well-being of humanity, and ensure its superiority.
Moreover, Major General Al Nuaimi pointed out to the significant role assumed by research centers to achieve the success of security-related strategies, particularly with the information technology revolution. He said: “These centers are an intellectual beacon that paves the way towards exploring the challenges of the future by examining the changes and developments of the present and predicting futures changes,” he noted. He also pointed out that these centers are key components to provide effective support to security forces in the country.
Major General Al Nuaimi stressed the importance of the Forum in promoting scientific cooperation between police research and security decision-making support centers. “This Forum also contributes to strengthen interaction between the experts of various intellectual currents so as to discuss new models of intellectual creativity that would improve security performance and achieve more happiness and satisfaction to all segments of society,” he added.
In conclusion, he expressed its hope that the Forum will achieve its objectives through the constructive views and proposals that will be addressed, as well as through the interventions, which will enrich the dialogue and the scientific debate to achieve optimal recommendations.
For his part, Brigadier Mohammed Hamid bin Dalmouj Al Dhaheri, Strategy and Performance Development Director General, the General Secretariat of the Office of H.H Deputy Prime Minister and Minister of Interior, and General Supervisor of the Forum, stressed on the commitment of the ministry to ensure the success of the Forum; given its importance in tackling the challenges that face police work. “The Forum will discuss recent developments and techniques that would help to advance police work. This reflects the firm belief of the guardians of the UAE security and safety, in the importance of scientific research as a pillar to enrich legal, social, and police thought; as well as to develop government policies that would further reinforce the efforts to achieve stability and prosperity”.
Brigadier Al Dhaheri noted that the Forum represents an important opportunity to exchange policing expertise and points of view about local, regional and international developments, for the benefit of the decision-makers’ support policies. The Forum will also discuss the challenges and obstacles to scientific research at the Ministry of Interior, and the means to reinforce cooperation among research centers across the ministry. It will also include presentations about key studies and researches released by the Ministry’s research centers in previous years.
Major Dr. Omar Rashed Al Shehhi, Director of the Research and Survey Center at the Ministry of Interior and Chairman of the Forum’s Organizing Committee, explained that international experiences have underlined the important and leading role of the security-related research centers in support of the world’s quest towards security and stability. He also highlighted the pivotal role of such centers in building efficient security plans and programs, whereas local and regional changes have compelled decision-makers to make their decisions based on a scientific approach, by diagnosing the problem, studying its dimensions, and determining the appropriate solutions.
He Major Al Shehhi highlighted the Forum’s objectives to coordinate efforts in the field of security studies and research. “Research institutions across the country – especially the ones related to police work – operate within an integrated framework to solve problems, examine topics, and support the security decision-making. He also highlighted the role of the police scientific research centers, in light of the fast growing pace of crime and the temporal and spatial tendencies of the various crime types, in order to discuss the challenges to police work, and examine the latest developments and tools that contribute to develop the system of police work.
Following the opening ceremony speeches, the Forum started with several presentations on the agenda. Colonel Dr. Ahmed Al Khuzaimi, Director of the Officers’ Training Institute, chaired the first work session, during which Dr. Mustafa Qoribeh, founder and Director of the Nass Nad International in the UK, presented a work paper titled “A New era of Decision-Making for Leaders and Directors”. Dr. Aminu Mamman, Director the Institutional Development Center in the UK, presented a paper about the importance of research in decision-making for leaders and directors of police institutions.
Major Dr. Ali Bin Daen Al Ghafli, Head of the Organizational Excellence Department at the Ministry of Interior, chaired the second work session that tackled the work papers submitted by the Ministry’s research centers. Dr. Mohamed Murad Abdullah, Director of the Decision-Making Support Center at Abu Dhabi Police General Headquarters, presented a paper about social media and its role in spreading destructive ideas among the youth. He said: “This is one of the most dangerous, fastest growing and significantly influential modern security challenges to General Security and social stability.”
Major Abdullah Mohamed Al Malih from Sharjah Research Center explained in his paper titled “The Decision-Making Mechanism” that the study aims at establishing a security system for decision-making at the Ministry of Interior. He noted that decisions constitute a major part of the Leadership’s tasks, in its quest to face, identify, diagnose and solve problems.
For his part, Major Hamad Serhan Al Souafi from the Research and Survey Center at Abu Dhabi Police presented a work paper titled “Field Examples about the Role of Research and Survey in Supporting the Decision-Making System”, by which he stressed the importance of availing the sources of information, statistics and polls to make right decisions and create change, which would ultimately develop police work mechanisms.
The Forum was attended by a number of police general headquarters; directors general and deputy directors general, heads of departments at the Ministry of Interior; a number of experts and officers from the Ministry of Interior; students of Khalifa University, Zayed University and UAE University; students from Rabdan Academy and from the Higher Colleges of Technology in Abu Dhabi; and representatives of Afaq Company.
Upon conclusion of the Forum, Colonel Mohammed Hamid bin Dalmouj Al Dhaheri, Director General of the Strategy and Performance Development in the Ministry of Interior, honored the participants, speakers and committee chairpersons. He praised their efforts that contributed to ensure the success of the event, support the scientific research goals, and examine the most important developments and tools that contribute to the development of the security system.
