Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, attended on Monday, the celebrations to mark the 12th anniversary of the Directorate General of Strategy and Performance Development at the Ministry of Interior. The ceremony, which took place at the Police Departments Complex Theater in Abu Dhabi, included a documentary film showcasing the history and achievements made by the department since its inception back 2003.
His Highness confirmed that the achievements made by the Ministry of Interior are a natural result of the wise direction given by His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, and the developmental efforts made by His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE vice President, Prime Minister and Ruler of Dubai, and their brothers Their Highnesses Members of the UAE Supreme Council Rulers of the Emirates, in addition to the distinguished efforts made by police leaderships at the Ministry towards further developing and managing the Ministry’s performance with the aim to reach to the best international standards and practices.
During the ceremony, Lt. General HH Sheikh Saif bin Zayed Al Nahyan received a copy of the “Strategy Booklet” from Major General Dr. Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior, in the presence of Colonel Mohammed Hamid bin Dalmouj Al Dhaheri, Strategy and Performance Development Director General at the Ministry of Interior; and Colonel Faisal Sultan Al Shuaibi, Director of Strategy and Performance Development at Abu Dhabi Police GHQ. The ceremony was also attended by a number of senior officers from the Ministry of Interior and Abu Dhabi Police.
In his address to mark the occasion, Major General Dr. Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior, said: “The celebration complements our approach and commitment to promote the culture of quality and excellence in all federal and local sectors. They have become an integral component of our values, and have been reflected in the application of best practices.”
H.E the Secretary General gave an overview of the strategic development process at the Ministry of Interior. He added: “The Strategic Management Section was established in 2003 to carry out the comprehensive development project at the Abu Dhabi Police. The section was linked to the Office of the Abu Dhabi Police Director General, in conjunction with the launch of the comprehensive development project, with the aim of bringing about a paradigm shift in the methods and performance of police work, marking a complete shift from the traditional style towards implementing the latest international practices on par with similar police institutions in developed countries. All of these measures are in pursuance of the police leadership’s directives, which call for precise implementation of the development plan’s different stages, in all areas pertaining to the ‘future vision’; ‘the five-year plan for the strategic development of the Abu Dhabi Police’; ‘the new organizational structure’, ‘the comprehensive quality system’; ‘development projects’; and ‘strategy’.
Adding further, Major General Al Nuaimi said: “In preparation for the development project, several measures were taken. A number of highly skilled and distinguished officers were selected from the various units across Abu Dhabi Police to man the ‘Strategy team’ in charge of implementing the development project; another group of officers was dispatched to a number of developed world countries to get acquainted with the modern policing practices adopted by those countries.”
“Using the British experience as a basic component to develop police work, the ‘Strategy Management Section’ initiated the implementation process of the development project with specialized activities as follows: strategy development for mutual progress; performance management; quality management; inspection and professional standards,” he continued. Moreover, Major General Al Nuaimi explained that a quality center was established as a part of the section, and was linked to the police director general. The Strategy Management team began designing a modern organizational structure for the Abu Dhabi Police, according to international best practices.
Major General Al Nuaimi noted that several committees were established to supervise the activation of the new organizational structure, as per the strategic development process. The ‘Strategy Management’ team laid down a first five-year plan for the strategic development of the Directorate General of Abu Dhabi Police (2003-2007). The Ministerial Decree of 2007 was issued to reorganize all strategy and quality-related activities at the Abu Dhabi Police General Headquarters (GHQ), and included the establishment of the Strategy and Performance Development Department, directly linked to Police Commander-in-chief.
He also referred to the ongoing efforts to develop the Abu Dhabi Police GHQ’s organizational structure, in accordance with the best practices. This included creating modern activities at the Strategy and Performance Development Department, in addition to establishing the Higher Committee for the Management of the Development and Change Program, which comes in line with the constant follow-up of the various development operations and programs.
H.E the Secretary General noted that the achievements of the Ministry of Interior, by winning several excellence awards locally, regionally, and internationally, truly reflect the level of development that it has attained. He said: “These achievements have been possible thanks to the wise directives of the higher leadership and its tireless continuous follow-up to improve governmental performance in general. Another factor for this success is the ability of the police force, the outstanding effectiveness of its members and the strong belief in the need to work on providing an adequate and stable work environment and improving the services provided to the public.”
In conclusion, Major General Al Nuaimi explained that the Ministry of Interior has thrived, thanks to the accumulated expertise, subsequent events and successive leaders, and ultimately, development and achievement have become a mandatory requirement of police work.
