“The Naturalization, Residency, and Ports Affairs Sector at the Ministry of Interior sought to enhance its sustainable organizational excellence program by using and applying the balanced scorecard (BSC) concept. This performance measurement and management system aims at enhancing preparedness to adapt to future work responsibilities, keeping abreast of the latest developments, ensuring maximum quality and excellence; and upgrading human resources and services provided by the Ministry to the public to the fullest.” These comments were made on Tuesday by Major General Khalifa Hareb Al Khaili, Acting Assistant Undersecretary of the Ministry of the Interior for Naturalization, Residency and Ports Affairs, while inaugurating a three-day workshop under the theme “Sustainable Organizational Excellence” at the Ajman Palace Hotel in Ajman.
The opening ceremony was attended by Major General Mohammed Ahmed Al Marri, Director General of Residency and Foreigners Affairs in Dubai, along with directors general from the Naturalization, Residency and Ports Affairs Sector.
Major General Al Khaili underscored the sector’s commitment to implement the higher leadership’s directives aimed at making the UAE one of the best countries in the world, in terms of safety and security. Other goals sought by higher leadership include striving efficiently and effectively to enhance the quality of life for the UAE community by providing security, traffic and reform services; ensuring the safety of lives and property; instilling the values of justice, teamwork, good handling, integrity, loyalty and social responsibility, and inculcating the concepts of excellence as a culture and practice, according to the Ministry of Interior’s strategic plan 2014-2016.
Adding further, he noted that the distinguished efforts exerted within the sector in order to develop and manage performance aim at achieving excellence and attaining the best international standards and practices. “Excellence and quality are a never ending process that our leadership is constantly urging us to achieve, so as to contribute to making the UAE a role model of civilization, creativity and magnificence,” indicated Major General Al Khaili.
For his part, Colonel Abdullah Abdurrahman, Head of Strategy and Performance Development Department, emphasized that the workshop is part of a series of training workshops for senior leadership at the Naturalization, Residency and Ports Affairs sector. “These workshops are designed to achieve the sector’s objective of becoming the Ministry of Interior’s most distinguished sector. These workshops are attended by ten directors general, who will be implementing the annual inspection methodology scheduled to be enforced early next year,” indicated Colonel Abdurrahman.
Furthermore, Colonel Abdurrahman stressed the commitment of the directors general to implement organizational excellence standards and measure performance levels using the Balanced Scorecard (BSC) System. He also noted that the programs established in coordination with the Directorate General of Strategy and Performance Development serve the Ministry’s interests and aim at strengthening the MoI position in the quest towards excellence.
For his part, Amar Osman, Strategy and Corporate Development Consultant and Expert, noted that the workshop will tackle ten topics, namely, performance measurement and management as a prerequisite for corporate management; adopting the Balanced Scorecard (BSC) approach as a preferred management practice; establishing and developing a strategic map for the sector and directorates general, in line with the strategy of the Ministry of Interior; defining the reasons for preparing balanced scorecards; aligning operational strategic initiatives sector-wide; and managing organizational performance based on the balanced scorecard system.
Expert and consultant Osman added, “Another topic on the agenda includes shedding the light on the basic concepts of organizational excellence and its applications within the Government in general and at the Naturalization, Residency and Ports Affairs Sector in particular. The topics for discussion also include the role of leaders in achieving organizational excellence; organizational excellence standards; the proper ways to link organizational excellence standards to the strategic priorities of the Ministry and the Naturalization, Residency and Ports Affairs Sector, as a prelude to establish operational plans and initiatives in accordance with the requirements of sustainable organizational excellence.”
