MoI: Lecture on International Cooperation in the Fight against Crime

The International Cooperation Department at the Ministry of Interior organized a lecture under the theme “International Cooperation in the Fight against Crime; Legal Foundations, Scopes and Challenges”. The lecture was delivered by Dr. Jamal Saif Fares, Head of Legal Affairs Department at H.H Deputy Prime Minister and Minister of Interior’s Diwan, in the auditorium at the ministry’s headquarters.

The lecture was attended by heads of departments, and a large number of officers, non-commissioned officers, constables, female officers, and staff members at the Ministry of Interior.

During his lecture, Dr. Jamal Fares tackled the importance of international cooperation, the optimal means to regulate it, the challenges it may face, and the grounds that warrant international cooperation.

Dr. Fares said, “The UAE is open to the world and enjoys good relations with different countries. The growing and rapid movement of individuals, goods and funds around the world has had negative unfavorable impacts, notably an increased risk of criminal activities, whereas many organized crime gangs flourish through the Internet.”

“International cooperation efforts are synergized through international treaties (in the framework of the United Nations), international conventions (in the framework of the Arab League and the Arab Interior Ministers Council), GCC conventions, bilateral conventions and memoranda of understanding, in addition to the principle of reciprocity,” indicated Dr. Fares.

Dr. Fares highlighted the most important international conventions that the UAE has acceded to, most notably the United Nations Convention against Illicit Trade in Narcotic Drugs and Psychotropic Substances; the United Nations Convention against Transnational Organized Crime and its Protocols; the United Nations Convention against Corruption; the international conventions (in the framework of the Arab League and the Arab Interior Ministers Council), as well as the GCC agreements that serve security work, and bilateral security cooperation agreements.

Moreover, Head of the Legal Affairs Department tackled the UAE strategy for combating human trafficking, based on criminalization and law enforcement, victim support, and international cooperation. “Organizing security cooperation is carried out through international cooperation agreements or memoranda of understanding. These agreements regulate relations between countries in terms of strengthening police and security cooperation as stipulated, as well as exchanging experiences and best practices in police, security, administrative and technical work,” he continued.

The lecturer reviewed the various agreements and memoranda of understanding signed by the UAE, and other departments concerned with international cooperation at the Ministry of Interior. These departments include the Directorate General of the Federal Criminal Police; the Anti-Narcotics Federal Directorate General; the International Cooperation Department; the International Criminal Cooperation Department; and the Training Departments. Furthermore, Dr. Jamal Fares reviewed the principles of the International Criminal Police Organization “Interpol” and its goals, as well as cooperation agreements in criminal matters.

At the end of the lecture, Dr. Jamal Fares answered the audience’s questions and inquiries.
