MoI and Ministry of Labor Sign Memorandum of Understanding

The Ministry of Interior has signed a Memorandum of Understanding (MoU) with the Ministry of Labor to establish an official partnership agreement to exchange expertise and strengthen efforts to achieve the highest levels of performance. This MoU reflects the strategic objectives and establishes prospects of mutual cooperation between both parties in all areas of work.

Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior, signed the memorandum on behalf of the ministry, while H.E Mubarak Saeed Al Dhaheri, Undersecretary at the Ministry of Labor, signed it on behalf of the Ministry of Labor. The signing of the MoU, which was held at the Ministry of Interior’s headquarters, aims to serve the UAE’s interests and cement relations between both parties in their respective jurisdictions.

The Memorandum of Understanding calls for enhancing cooperation on mutual and joint issues related to migrant workers in the UAE, as well as reviewing reports published by international organizations and bodies. The MoU also encourages exchange of information relevant to the labor market, under the regulations and procedures applicable by both sides; coordination and cooperation on meetings and foreign visits and delegations; joint cooperation to prepare and publish studies and researches pertaining to joint work, based on a work mechanism approved by both parties. The MoU also calls for participation in relevant training courses and scientific forums, as well as exchanging expertise and best practices in the field of quality and excellence, and other areas of mutual interest.

By virtue of the MoU, an Executive Committee shall be established to review the work mechanisms; coordinate efforts to provide mutual support; and communicate with various stakeholders. The committee shall also assess outcomes based on common objectives and make recommendations and proposals that would contribute to achieve the general goals.

Lt. General Al Sha’far stressed that the MoU is a key aspect of community work. “It strengthens the joint efforts of both ministries and defines the key parameters for determining requirements and developments stipulated by human rights organizations. This requires concerted efforts between the two parties to achieve the noble objectives of the nation and add to its myriad achievements,” added Lt. General Al Sha’far. He also noted that promoting partnerships with the various ministries and federal and local authorities achieves the common goals, and serves the objectives of the Federal Government.

“The signing of the MoU is inspired by our belief that work has become an institutional effort based on a sound methodology, and this is a distinguished feature of the UAE ministries,” noted Lt. General Al Sha’far. The Undersecretary at the Ministry of Interior also underscored the importance of enhancing communication and coordination with the Ministry of Labor and other concerned entities, being a key strategic principle adopted by the Ministry of Interior to achieve its vision and future aspirations.

Furthermore, he added: “The Ministry of Interior acts upon the directives of the higher leadership in its pursuit for integration, cooperation and exchange of know-how with federal and local authorities. This approach would promote development efforts and enhance security and security. It would also ensure the delivery of the best advanced services, by teaming up with concerned entities, with a view to serve the nation.”

For his part, Mubarak Saeed Al Dhaheri, Undersecretary at the Ministry of Labor, indicated that the signing of the MoU is in pursuance of the Ministry of Interior’s strategic plan. “This plan aims to promote partnership by strengthening cooperation, coordination and exchange of expertise with government organizations and agencies, with a view to achieve the highest levels of quality and efficiency in the provision of services to customers,” said Mr. Al Dhaheri.

Adding further, Al Dhaheri emphasized that the Ministry of Interior is one of the Ministry of Labor’s strategic partners.  “The signing of this MoU personifies the common objectives of both sides, in terms of developing services, in response to the directives of H.H Lt. General Sheikh Saif Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior and H.E Saqr Ghobash, Minister of Labor. This includes implementing a set of joint projects, namely; the electronic linking process; streamlining procedures for customers; exchanging information; preparing studies and researches on labor; regulating labor market in the UAE; making a paradigm shift in services provision; and applying best practices to ensure a stable labor market and a productive workforce. All of this would ensure a competitive knowledge-based and citizen-centric economy”.

The signing ceremony was attended by Brigadier Mohammed Khalifa Al Marar, Director General of Undersecretary Diwan at the Ministry of Interior; Colonel Hussein Mahmoud Al Awadhi, Acting Head of the Public Relations Department at the Ministry of Interior; and a number of officers from the Ministry of Interior. The Ministry of Labor was represented by Mahir Al Obad, Assistant Undersecretary for Inspection Affairs at the Ministry of Labor; Saif Al Suwaidi, Assistant Undersecretary for Support Services; and a number of officials at the Ministry of Labor.
