A Prestigious Achievement Attended by more than 60 Specialists

The UAE, represented by the Ministry of Interior’s Geographic Information System (GIS) Security Center at Abu Dhabi Police, has successfully passed the international voting to approve the GeoPolicing Data Model for law enforcement purposes, namely police, public safety and internal security, as an OGC Best Practice during the Open Geospatial Specifications Consortium (OGC) meeting held in the USA. Moreover, these specifications were adopted as a technical reference for police, public safety and security entities for the development and implementation of open standards for geospatial content and services, GIS data processing and data sharing.
This prestigious international achievement was accomplished in the presence of more than 60 professionals. The voting process was concluded during the periodic quarterly meeting of the Planning and Technical Committees that took place recently in Washington D.C. The meeting was attended by a large number of officers from the Ministry of Interior, led by Major General Ahmed Nasser Al Raisi, Director General of Central Operations and Head of the Project; Lt. Col. Nasser Sulaiman Al Maskari, Head of the Operations Department at Abu Dhabi Police; Major Muhammed Saleh Al Mansouri, Director of GIS Security Center; and a number of officers from the Ministry of Interior and the Police Attaché in Washington.
The Ministry of Interior, represented by the GIS Security Center at Abu Dhabi Police, had submitted to the voting its project of GeoPolicing Data Model, as a technical reference for the police, safety and internal security during the OGC Technical Committee meetings in Frascati, Italy, in September 2013.
Further in-depth coordination and technical discussions were conducted, and the Ministry presented the model into the OGC during the periodic meeting held in December 2013 in the Indian city of Mumbai. The workgroup approved a number of technical amendments, as well as the internationalization of the OGC technical reference model, and evaluating the model’s suitability for geotechnical applications approved by the consortium, to be adopted as a technical reference for police, security and criminal justice entities, as well as security authorities in North America.
A significant number of specialists and experts from various world countries took part in the deliberations in several areas of work, including police, security and open geotechnical standards, and they highlighted the technical notes. This process ultimately culminated in the success of the Technical Committees voting, with the participation of hundreds of OGC members, and the approval of the GeoPolicing Data Model product as an OGC Best Practice to be used as a technical reference for police, public safety and internal security around the world. Moreover, the data model will be available internationally on the OGC e-portal two months following discussion and approval by the OGC Planning and Technical Committee during the periodic annual meeting scheduled to be held in June 2014 in Switzerland.
It is worth mentioning that the main project, which aims to design a open and secure Federal GIS database based on OGC open and secure form standards for law enforcement, public safety and internal security, was launched by the end of 2010 by the GIS Security Center in partnership with the Indian firm, Rolta.
As many as 100 officers and staff members from the various organizational units of the Ministry of Interior took part in the process to specify the standard requirements for police operations, along with a number of Arab, British and American experts. The GIS security database structure was completed in December 2013; it was subsequently amended and tested by OGC, in cooperation with a number of police and security entities in the United States during the first quarter of 2014 and forwarded to voting pending final ratification this upcoming June in Switzerland.
