The Ministry of Interior, represented by Al Faraj Relief Fund and Dubai Media Incorporated, represented by Emarat Al Youm newspaper signed a supplemental agreement to renew the Memorandum of Understanding between the two parties for another year, for the third consecutive year. The agreement aims to boost mutual cooperation and provide assistance to the Punitive and Correctional Establishments’ insolvent inmates and their families at the countrywide level, to settle their outstanding financial debts in order to be released from jail.

Colonel Ahmad Saeed Al Badi, Director General of the Faraj Fund (First Party) and Adel Mohamed Al Rashed, Managing Editor of Emarat Al Youm newspaper-Abu Dhabi (Second Party) recently signed the supplemental MoU at the Abu Dhabi Police General Headquarters.

The signing ceremony was attended by Ahmed AL Mozahemi, Chief of the Hotline Section at Emarat Al Youm newspaper;  First Assistant Abdullah Al Mansouri, member of the Case Study Committee at the Fund; Naeem Ismail, Secretary of the Faraj Fund Director General; and Hassan Al Hajj, the Fund’s Accountant.

As part of the renewed Memorandum of Understanding, the two parties would maintain cooperation and coordination in order to organize a fund-raising campaign for inmates at the Punitive and Correctional Establishments across the country and their families. This campaign will be launched as soon as the First Party (the Ministry of Interior) receives approval from the Ministry of Social Affairs.

Under the renewed MoU, the Second Party (Emarat Al Youm newspaper) will interview a number of inmates after obtaining their consent, in coordination with the sub-committees at the Punitive and Correctional Establishments. The MoU also allows the Second Party to prepare media material related to the campaign, to be published in the first pages and featuring logos of the MoI and the Faraj Fund.

Moreover, the Second Party undertakes the responsibility of publishing articles on insolvent inmates’ cases, if any, after reviewing the cases with the First Party. The newspaper will refrain from publishing any material related to inmates before coordinating with the First Party, in addition to other articles related to both parties’ agreement.

Commenting on the signing of the agreement, Colonel Ahmad Al Badi said that renewing the MoU for the third consecutive year, follows the success achieved by the past two years’ campaigns, which provided assistance to many inmates at the Punitive and Correctional Establishments and their families.

Al Badi conveyed the thanks and appreciation of Major General Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of Deputy Prime Minister and Minister of Interior, Chairman of the Al Faraj Fund Board of Directors; Brigadier Mohammed Rashid Al Shamesi, Vice Chairman of Al Faraj Fund; and Colonel Abdul Hakim Al Suwaidi, treasurer of the Fund for the distinguished and leading efforts exerted by Emarat Al Youm newspaper, being a strategic partner in supporting  insolvent inmates and their families.

"The Ministry of Interior strives to enable philanthropists to help inmates who deserve assistance based on an objective and honest approach. This would allow the ministry to achieve its societal and humanitarian mission towards people in need, In order to offer them a fresh opportunity to start a decent and successful life with their families,” he added.

Furthermore, the Director General of the Faraj Fund noted that insolvent inmates and their families are in dire need for support based on humanitarian motives in the first place. He urged institutions, donors and philanthropists to extend their assistance to this segment of needy inmates to prevent family life disintegration; taking into account inmates’ financial conditions that have forced them to remain in jail after serving their sentence.

For his part, Mr. Adel Mohamed Al Rashed, Managing Editor of Emarat Al Youm newspaper-Abu Dhabi Branch, praised the efforts undertaken by the Ministry of Interior in launching humanitarian initiatives, and calling upon community segments and institutions to take part.  "The Faraj Fund is a supportive channel for all personal and institutional initiatives that aim to support the humanitarian conditions of the Punitive and Correctional Establishments inmates and their families,” he said.

In addition, Al Rashed commended the efforts exerted by the "Faraj Fund” in bringing urgent issues to the attention of Emarat Al Youm newspaper, which places inmates’ families, regardless of their situation, at the top of its priority cases, and endeavors to settle the debts that prevent any insolvent inmate from being released to return home to his family.

"The Faraj Fund embodies the modern concepts advocated by the Ministry of Interior, represented by the Punitive and Correctional Establishments, to ensure a decent life for the inmates’ families, settle outstanding financial issues between the inmate and the plaintiff, and pay the debts laid upon insolvent inmates,” he added.

In conclusion, Al Rashed said: "Emarat Al Youm newspaper has always been supportive of the Faraj Fund’s initiatives, with a view to provide financial assistance to the Punitive and Correctional Establishments’ inmates and get them released from jail.” He also pointed out that this gesture falls within Emarat Al Youm’s social responsibility as a member of the developed prosperous and generous society.
