The Ministry of Interior has earned an advanced prominent position on the international scene by preserving the security and stability enjoyed by the UAE, acknowledged as one of the most secure and stable countries, according to international organizations, institutions and forums. This embodies the higher leadership’s vision, which provided its full support to the police institution, and motivated it to keep abreast of the latest developments and innovations in police work.

The development of the Ministry of Interior in terms of improving the quality of its services did not just come by chance. It is the culmination of the efforts exerted by the police leadership, which harness every possible resource to implement the initiatives, plans, programs and strategies of the police institution, commensurate with the Federal Government’s vision to improve and develop the quality of services, combat crime, and encourage community partnership between citizens, residents and the police.

To mark the UAE 42nd National Day, the Ministry of Interior casts light on some of its local and international achievements in areas of excellence and leadership, as well as its efforts to maintain the national gains. The ministry has achieved a quantum leap in customer service, by ensuring easy and speedy completion of citizens and residents’ transactions.  It has also earned several awards in recognition of its unique and distinguished police performance, transparency and credibility in dealing with the public and responding to their needs.

The Ministry of Interior’s staff members take pride in their achievements and initiatives that they credit to the support given to their institution. This support has enabled the ministry to discharge its responsibilities and fulfill its role to maintain security and stability, and enhance confidence among community members, out of the belief that these achievements are a collective responsibility.

Furthermore, the police leadership has integrated excellence with humanitarian stances by interacting with community members, wherever they are. Lt. General Sheikh Saif Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior placed this aspect at the top of his priorities; his continuous humanitarian stances earned him awards of esteem and appreciation from international institutions and organizations, such as the "Business Innovation Award” within the Arabian Business Achievements Awards.

Moreover, His Highness was voted "Personality of the Year for Family Cohesion and Social Security” by the Arab Family Organization (AFO), during the inaugural edition of award held this year under the theme "Through Family Bonds We Rise and Elevate Ourselves."

The selection of HH Sheikh Saif by the Board of Trustees of the Arab Family Organization’s Award was supported by several institutions, entities and ministries in addition to departments concerned with family affairs in the UAE and other Arab countries. This tribute comes in recognition of H.H’s dedicated efforts and humanitarian hallmarks in the field of family safety and security.

His Highness the Deputy Prime Minister and Minister of Interior was also keen to support the police institution’s staff members and appreciate their courage in many situations. Recently, he honored two staff members from the External Roads Department at the Directorate of Traffic and Patrols, for their heroic efforts in saving the one and a half year old Emirati child from a fire that broke out in her parents’ house.

His Highness also honored winners of the Minister of Interior’s Excellence Award in its second edition. He urged the winners to exert further efforts to achieve the highest standards of excellence, as befitting the nation's reputation and the ambitions of its people.

Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, also honored two distinguished work teams from the Ajman Police General Headquarters. The first team obtained the Bronze Award (second place globally) in a competition between 1,200 governmental and private institutions in the International Stevie Awards for Customer Support in the State of Nevada. The second team was honored for obtaining the integrated management system certification ISO (ISO 14001-OHSAS 18001-9001) for quality, environment, occupational health and safety.

Furthermore, His Highness obtained the intellectual property certificate of the Minister of Interior Excellence Award issued by the Ministry of Economy.

His Highness also inaugurated the Security Support Patrols at the Abu Dhabi Police GHQ. He ordered the establishment of these patrols to carry out non-traditional security tasks and provide support for all police units in the field. This would enhance safety for the public and police and security personnel.

The Ministry of the Interior, as per the directives of His Highness, began installation of Automated External Defibrillators (AED) in the different public locations across the country. This initiative reflects the dedication of His Highness, father of the Emirati family, towards every individual who lives on this prosperous land, which has become an oasis of security and safety for all.

Fatherly Stances

In a humanitarian and fatherly gesture, while handing over the awards to winners of the Minister of Interior’s Excellence Award in its second edition, Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, was accompanied by the child Saif Mohammed Al Nuaimi, wearing the police uniform in the rank of Major General. This humanitarian gesture was highly acclaimed by the audience, and reflects His Highness’s inherent humanitarian values and dedicated commitment to care for children and provide them with a decent living.

His Highness has also fulfilled the wish of the child Amir Mohammad Al Falahi, a five-year old with Thalassemia, to become a captain in the police force and perform the work and duties of an officer. His Highness received Al Falahi who was wearing a police uniform in the rank of captain, exchanged a police salute and conversed with the boy. This gesture embodies His Highness’ humanitarian values.

In another good initiative, His Highness met with the Police Training Team affiliated to the Zayed Higher Organization for Humanitarian Care and Special Needs. His Highness took commemorative photos with the Team, during the sixth Abu Dhabi International Conference on Special Needs (ACCESS Abu Dhabi 2013).

His Highness has inspected at the Abu Dhabi Police GHQ the first civilian air ambulance helicopter dedicated for rescuing oil industry staff during emergencies at onshore and offshore oil sites across Abu Dhabi. It is noteworthy that this utility helicopter is the first of its kind in the UAE, and is fitted with cutting edge medical equipment.

To mark Flag Day, a ceremony was held to hoist the UAE flag on the Ministry of Interior’s building, simultaneously with the federal departments and ministries across the country. The Police Music Band performed the UAE flag music and the national anthem, as His highness hoisted the flag with the UAE proud colors, which flutters solemnly aloft as a source of inspiration for the country’s men and women.

Lt. General H.H Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, inaugurated the new complex of buildings for Abu Dhabi Police departments. The complex consists can accommodate more than two thousand employees, in three main buildings. The first building houses the Engineering Projects Administration; the Purchasing and Stores Department; the Community Services Department; the Employees Performance Appraisal Department; and the Victims Affairs Office. The second building houses the Decision-Making Support Center; the Leadership Development and Creativity Center; the Customer Service Department; the Child Protection Center; the Benchmarking Database Center; the Control and Discipline section, in addition to a theater that can seat up to four hundred individuals. The third building is dedicated to the Human Resources Directorate General, represented by the Training, Education, Selection and Recruitment Departments.

The complex also includes two multi-storey car park buildings, with a capacity for 272 vehicles each, in addition to an open parking yard. Moreover, a housing unit is currently under construction to accommodate officers, which provides police services for both police staff and members of the public under one roof.

The complex was designed and built to international-best standards, under the supervision of the Engineering Projects Administration at Abu Dhabi Police, which consists of highly-qualified national engineers. The project was achieved on time and at the lowest cost.

His Highness the Deputy Prime Minister and Minister of Interior has adopted the general policy for environment and occupational health and safety of the Ministry of the Interior. This policy is in pursuance of the Federal Government’s directives to implement the environment and occupational health and safety requirements. It is also designed to disseminate the Ministry of Interior’s Policy and objectives among all employees, customers, partners, agents, and all members of society.

Human Rights

The Ministry of Interior is one of the most distinguished ministries of the State in the field of human rights protection. It reasserts its commitment to keep abreast of national and international developments in this area, to instill the human rights respect culture among its members, and to pursue further cooperation and coordination with all relevant bodies and institutions. This, in turn, leads to best practices and means that elevate the name and stature of the State at both regional and international levels, out of its firm belief that it is the fundamental duty of the various police bodies to maintain security, public safety, and people’s lives. Moreover, the ministry has exerted unstinting efforts to achieve the State’s objectives in areas of equality as well as human and workers rights in the UAE.

To achieve these objectives, the Ministry has established a number of departments to protect human rights, and protect victims of potential violations.  For this end, the Human Rights Department at the Ministry of Interior was established including a section which is specialized in women and children protection. The section undertakes watching their rights and protecting them from all forms of abuse, as well as controlling violations and preparing reports in this regard. In addition, Social Support Centers have been founded to be responsible for protecting victims of crime in its various forms. The centers, which started operating in all police headquarters in the State, also offer psychosocial support and provide shelters for domestic violence victims, in particular women and children.

Furthermore, the MoI has established several units concerned with human rights protection, namely; the Law Respect Culture Bureau; the Disputes Branch at the Naturalization, Residency and Ports Sector; and the Ministry of Interior’s Child Protection Center. The MoI has also allocated 7 toll-free numbers to receive complaints and notifications, in addition to the emergency short messages service (sms) dedicated for people with special needs.

Police Judicial Council

The Police Judicial Council was awarded the ISO certification 9001/2008. The electronic messaging system was activated in the council, with a view to improve and develop police work, as well as to train and boost the efficiency and capabilities of the council’s members.

Finance and Services Department

The Finance and Services Directorate General at Abu Dhabi Police operates according to a plan focused on developmental efforts to implement the Abu Dhabi police’s strategy, which aims to achieve the effectiveness and quality of services provided to the police institution staff members, follow the scientific methodology and adopt advanced initiatives. The Finance and Services Department’s achievements include: adopting the strategic priority  (a police organization efficiently and effectively managed), at the Financial Affairs Department, in implementation of the industrial strategic plan 2013-2017;  and the objective related to achieving "an efficient finance department” as per three strategic initiatives: implementing the energy efficiency program;  developing and implementing financial efficiency to support service delivery to customers; and reconciling  between expenditure and the strategic plan.

Moreover, the Financial Affairs Department has made huge strides in the transition towards the accrual system by the end of the next year. It has also completed the Kaizen system project and obtained the certificate in November last year, and developed the customer service center with a total of 33 services.

The Purchase and Stores Department managed to streamline procedures by leveraging modern information technology methods.  The department manages gas emission through air conditioners gas recovery and recycling; to prevent environmental effects of ozone depletion and global warming. The department also obtained the ISO international standard certificate for customer service.

The Medical Services Department has inaugurated new buildings and clinics, such as the Radiology clinic, as well as the Women and Children Unit, the "LASIK” vision correction Unit, and the orthodontics unit. It has also expanded its health education efforts among police staff members and community members.

The Engineering Projects Department has introduced smart and advanced systems to reduce energy consumption in new buildings, such as the automatic power shutdown system.  Sustainable applications are currently being implemented on new projects.

The Transport and Workshops Department is currently implementing a new methodology to protect employees and the environment from lead fumes exposure by using special furnaces in its vehicles painting workshops. It also oversees the implementation of a comprehensive methodology for recycling materials through waste management and sorting the various types of waste.

Police Operations

At the level of police operations, the serious crimes indicator in Abu Dhabi has decreased significantly. The Capital Police Department classified crimes as per the criminal method, execution, and circumstances, which contributed to better identify and curtail criminal issues. The department also began implementing a set of measures to combat crime through security programs, initiatives and advanced techniques, which helped reduce crime rate.  Police staff members’ efficiency and high-level awareness among citizens and residents of the state were a contributing factor in reducing crime rates.

The department has focused its crime fighting efforts on raising awareness among citizens and residents, and acquainting them with their responsibilities in this regard. It also provided security coverage in its areas of jurisdiction and resorted to advanced methods to uncover crimes. The Crime Prevention Council of the Capital Police Directorate was activated, and became an integral part of the Abu Dhabi Police ecosystem for crime prevention.

The Western Region Police Directorate provided the necessary support requirements to provide security and safety for all, in line with the police leadership’s vision to preserve security and stability and combat crime.

The Directorate also provided the best scientific, technical, and practical training opportunities for police agencies’ staff members, to acquaint them with the latest security and scientific theories and boost their knowledge to meet the challenges and be up to par to defeat criminal thinking patterns. The directorate was also keen to interact with members of the public and gain their trust by maintaining presence in all locations.  This, in turn, has motivated everyone to take an active role in providing security and public safety.

It is noteworthy that Al Musaffah, Khalifa "A” Police Stations in Abu Dhabi, and Al Marbaa station in Al Ain have achieved the first three positions in the police overall evaluation for 2012.

Traffic Department

The Traffic and Patrols Directorate at the Abu Dhabi Police announced that the monitoring radar system at intersections launched the directorate in the emirate of Abu Dhabi at the beginning of 2012, is an integrated project to improve traffic safety at intersections. As part of the project, 150 light-controlled junctions will be fitted with surveillance cameras in Abu Dhabi, Al Ain, and the Western Region within the next five years.

 The first phase of the project included the installation of cameras at 40 intersections in Abu Dhabi city.

The Criminal Investigation Department

The Abu Dhabi Police has issued an awareness leaflet in Arabic and English, explaining the methods of prevention and means to report e- crimes. This measure aims to raise the public’s awareness on how to fight e-crimes socially. This leaflet falls within the strategy of the Abu Dhabi Police to enhance the public’s trust in the police institution.

For this end, the Criminal Investigation Department has distributed the leaflets at all service centers at the ministries, service departments, and institutions in the Emirate of Abu Dhabi, in addition to all road and airport border points across Abu Dhabi.

The Department has also established the Anti-human Trafficking Section and signed a memorandum of understanding with the Ewa’a Shelters for Women and Children; so as to provide assistance and support for victims of this type of crime. In addition, another memorandum of understanding was signed with the Higher Colleges of Technology (HCT) to establish the International Security Academy to provide specialized training programs.

Human Resources

The Selection and Recruitment Department has motivated nationals to join the police force and acquainted job-seekers with available career opportunities in the Abu Dhabi Police during various job fairs. The MoI’s Training Department pursued its efforts in training police members in different areas; the total number of trainees between January and September amounted to 28, 408 trainees.

Central Operations

The Abu Dhabi Police launched the first edition of the Federal Security Geospatial Portal, the first-of-its-kind in the region in terms of its institutional characteristics and comprehensive application. The portal includes tens of police and digital maps that were locally designed and developed through idea exchange and efforts made by international experts in the fields of geographic information systems. The portal’s aim is to serve over 18 police and security entities and police stations at the countrywide level.

The Ministry of Interior, represented by the Abu Dhabi Police GIS Center for Security, and in collaboration with the cooperation with the Open Geospatial Consortium (OGC), also launched the first testing and conformity platform for open geospatial standards in the MENA region (Middle East and North Africa).

The Abu Dhabi Police also allowed individuals to register in the E-Ports project (e-gates) to simplify travel procedures through the State’s ports. The registration ensures the speedy processing of passenger entry and exit through Passport Control & Immigration counters through the e-gates that perform iris recognition scans, and passport data readers.

The project saves time and effort for travelers as it spares them from queuing to finish travel procedures when entering or exiting the country.

The Vehicles and Drivers Licensing Department at Abu Dhabi Police announced that its main Technical Test Center at "Al Salama” building in Abu Dhabi will operate round the clock, while other centers will work for two additional hours from Sunday to Thursday.  This procedure aims to offer convenient access to services to citizens and residents.

The UAE Search and Rescue Team (UAESRT) carried out local and international humanitarian missions in the search and rescue fields, and shared its world-class and highly efficient expertise with his international counterparts.

Childhood

The police leadership pursued its efforts to provide care and support for children, which boosted the State’s reputation worldwide in the field of child care. The Higher Committee for Child Protection at the Ministry of Interior also maintained its support to child protection through participation in the societal program carried out by a number of institutions at the countrywide level. The said programs offer parents and child-care providers the opportunity to acquire skills and expertise to enhance chances of survival of children from injuries caused by fires, road accidents, falling from balconies, drowning, poisoning and other dangers.

On August 2013, the Higher Committee for Child Protection at the Ministry of Interior called upon community members, motorists in particular, to reinforce children’s safety and protection against potential risks they may encounter in private vehicles. In September 2013, the Ministry of Interior launched an initiative titled: "Identifying and responding to child abuse cases”, organized in collaboration with the Ministry of Social Affairs.

Security Media

The Security Media Department kept pace with events across a wide range of awareness police and social topics, which formed the base for a proactive media material for writers, journalists and various media, who reacted to it positively. As part of its media campaigns, the department provided awareness of several security, social and economic phenomena that are related to the stability of the society and the safety of its members.

The Security Media Department also focused in its media strategy on communicating with partners and gaining the confidence of the public, newspaper readers and other media observers. It was keen to adopt transparency as a methodology to deal with the media and Internet users through the Abu Dhabi Police page on the social networking sites, and to utilize their proposals as awareness-raising topics.

The Ministry of Interior carried out several awareness-raising media and advertising campaigns, and communicated with all society segments through an innovative way in three most spoken languages (English, Arabic and Urdu) through all mass media. It also prepared fliers, and explanatory posters that were distributed by hand in different malls and public facilities.

The Security Media patrols continued the coverage of events in Abu Dhabi at all times. The patrols are equipped with the latest technical and human resources to provide media personnel with highest resolution images, field details and documentation of major events, to guarantee the safety of all personnel.

Community Police

The Community Police Department at the Abu Dhabi Police General Headquarters launched a campaign to mark the 42nd National Day of the UAE under the slogan "The National Charter”. The campaign aims to promote and preserve national identity among young people and the various society segments.  It is also intended to inculcate the values of love and loyalty to the country, and highlight the moral values that contribute to reinforce national identity.

Ports Security

The Forensic Evidence Department Lab Information Management Systems (FEDLIMS) used in the Forensic Evidence Department at the Directorate General of Security and Ports Affairs in Abu Dhabi, has been successful in the field of information management, particularly with respect to testing and technical reports, e-linking between the forensic evidence departments, and establishing an integrated database.

The system provides a technical and administrative support for the department’s strategy, in pursuance of the goals set by the Directorate General of Security and Ports Affairs, which stem out of the Abu Dhabi Police’s overall strategies.

With respect to crime scene processing and management, work is underway at the Forensic Evidence Department to establish an evidence storage facility; smart e-systems such as the Shoeprint Image Capture and Retrieval "SICAR” to capture, store, code and retrieve shoeprint images collected from crime scenes.

Awards

The Arab Organization for Social Responsibility granted the Abu Dhabi Police General Headquarters the Excellence Golden Shield and the Golden Certificate of Excellence, for being among the best Police Headquarters that apply the social responsibility. These awards also acknowledge the police headquarters’ accomplishments over the past years, and its commitment to organizing activities and events that serve the community, in addition to its active participation in similar activities held by other entities.

The Education Department at the Human Resources Department of the Abu Dhabi Police General Headquarters earned numerous awards. The awards were the Khalifa Award for Education in the field of Education and Community Service, the Hamdan Bin Rashid Al Maktoum award for Distinguished Academic Performance in the category of Supporting Institutions for Education, the American Society for Training and Development, Overseas Scholarship Supervision Category, and two business awards: the International Stevie Award for Best Executive Leadership in the Management of Human Resources, Golden Category, and the International Stevie Award for Information and Communication Technology in the Middle East in the category of Educational Applications.

In the third Abu Dhabi Award for Excellence in Government Performance, the Abu Dhabi Police Headquarters won five awards: the Best Government Entity in Human Resources Development, the E-Government Excellence Award, the Head of the Executive Council Merit Award for the Dedicated Long Service Employee, the Head of the Executive Council Merit Award for the Distinguished Employee in Customer Service, and the Head of the Executive Council Merit Award for the Distinguished Employee in Field Service Category.

As a part of its participation at GITEX 2013, the Ministry of Interior, represented by the GIS Security Center at the Abu Dhabi Police Headquarters, received the Best Government Cloud Computing App award from the Cloud Computing Forum. The award was for the Federal GIS Security Infrastructure project.

The Abu Dhabi Police General Headquarters also received the Gold Award in the Safety Idea of the Year Award category at the IdeasAmerica Association’s award ceremony that took place at IA 71st Annual Training Summit in Orlando, Florida, USA.

Plants of Hope

In line with the "Plants of Hope” initiative launched by HH Deputy Prime Minister and Minister of Interior, the Al Ain Residency and Foreigners’ Affairs Directorate General launched the "Closer to You” initiative.  This initiative aims to ensure access to the directorate’s services, to all community members, notably senior citizens and people with special needs at their preferred locations. It also embodies the strategy of continuous development of services, and reflects the Naturalization, Residency, and Ports Sector’s vision to provide high-quality services to the public.

The Traffic and Patrols Directorate of Abu Dhabi Police, in collaboration with the "Saaed” Society to prevent traffic accidents, took part in the "Abu Dhabi Reads” Campaign as part the "Plants of Hope” Initiative. The campaign was organized by the Abu Dhabi Center for the People with Special Needs in Abu Dhabi, to encourage reading and writing skills and help integrate people with special needs in society and enhance their self-esteem.

The Emergency and Public Safety Department of Abu Dhabi Police carried out a swimming and diving qualification course for a number of students at Abu Dhabi Center for Care and Rehabilitation for people with special needs affiliated to Zayed Higher Organization for Humanitarian Care and Special Needs.

The Mobile Dental Care Unit affiliated to the Medical Services Department at Abu Dhabi Police provided its services to a wide number of people with special needs, elderly and private schools’ students and the public across different public locations in Abu Dhabi. The Unit’s first round began at the Ministry of Interior’s centers for Training and Employment of People with Disabilities in Al Ain and the Al Ain Center for Care and Rehabilitation of People with Disabilities at the Zayed Higher Organization for Humanitarian Care and Special Needs.

For its part, the Al Mafraq Juvenile Care Center of the Punitive and Correctional Establishments Department received the ISO certification, in addition to the Sharjah Award for Voluntary Work, the Minister of Interior’s Award for the Best Juvenile Rehabilitation Experience. The al Wathba and Al Ain Sections both received the Environment, Health and Safety System Award.

Guards and Special Tasks

The Directorate General of Guards and Special Tasks at Abu Dhabi Police implemented several initiatives, notably the "First responder Initiative for Firearms Accidents”; and the use of appropriate techniques to improve the efficiency of the diplomatic facilities protection. Its various affiliated departments received an ISO certificate for quality.
