4th Breakthrough Leadership Conference "Leadership is Innovation” Kicks off

ABU DHABI, United Arab Emirates - Sunday, November 17th 2013 [ME NewsWire]

Under the patronage of Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, Major General Staff Dr. Obeid Al Hiri Salim Al Kutbi, Deputy Commander-in-Chief of Abu Dhabi Police, inaugurated the 4th Breakthrough Leadership Conference 2013 under the slogan "Leadership is Innovation” this morning. The conference, which is organized by the Human Resources Directorate General at the Abu Dhabi Police, is being held at the Ritz Carlton Hotel in Abu Dhabi.

The opening ceremony was attended by Major General Khalifa Hareb Al Khaili, Assistant Undersecretary of the Ministry of Interior for Resources and Support Services; Major General Mohammed bin Al Awadhi Al Menhali, Director General of Human Resources at Abu Dhabi Police; Major General Khalil Dawood Badran, Director General of Finance and Services; Major General Ahmed Nasser Al Raisi, Director General of Central Operations; and Nassir Salim Al Batashi, Minister of Plenipotentiary at the Omani Embassy. General directors, heads of departments, and a large number of officers at the Ministry of Interior also attended.

At the opening ceremony, Major General Staff Al Kutbi delivered a speech in which he welcomed the leaders and officers of the Abu Dhabi Police GHQ and the international experts participating in the conference. The conference focuses on building creative leadership thought to impact both institutions and societies. He also extended greetings and wishes of success and good luck from Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior.

Major General Staff Al Kutbi said: "Hosting this conference is a real opportunity to continue to build on the constructive cooperation and develop the security training system, in order to cope with all updates. This opportunity will help improve police work and equip us with the capabilities necessary to maintain the security and stability of our homeland, under the care and support of our higher leadership. The Ministry of Interior has placed the security and safety within its strategy and made these pillars a noble goal to achieve growth and prosperity for society.”

"This conference aims to exchange expertise on the best international practices that can be used to find creative and distinguished members and explore superior leaderships, in order to prepare them to interact with their work environments in a way that helps safeguard the mission and become creative leaders in the future,” he added.

Major General Staff Al Kutbi also said: "We realize the importance of breakthrough leadership in preparing and qualifying the second generation of leaders, supporting and developing the concept of leadership, and consolidating creativity, innovation, and excellence. The police leaderships have played a vital role in bringing leadership expertise to the second-tier leaders. Emirati women have made great efforts across the developmental journey of our country, in addition to their police role supporting the efforts of development, creativity, and excellence.”

At the conclusion of his speech, he said: "I hope that this conference will achieve all of our aspirations.” He also extended his gratitude to everyone who participated in the conference’s organization.

Following the speech, the deliberations of the conference started. Global expert John Maxwell from the United States of America delivered a lecture on leaders and their characteristics. He addressed the scientific analysis of the leader character and ways to develop readiness and leadership capabilities, as well as how to build creative leadership mind. The lecture shed light on the five creative leadership levels that should be followed by leaders to be excellent, such as having good relations with the base and playing an essential role in problem solving in addition to possessing a great amount of enthusiasm to affect others.

The second level of leadership focuses on leadership authorities that lead others to follow. The third level addresses the concept that leaders should be effective and idols for others as well achieve results that lead people to seek development and productivity. The fourth level of leadership assumes that leaders should develop his/her employees’ capabilities in addition to his/her own capabilities, while the fifth level focuses on building creative thought leadership.

Expert Marshal Goldsmith from the USA delivered a lecture on the role of leaders in change management, leadership secrets, the art and practice of leadership training, and the preparation of a promising generation of leaders. Goldsmith highlighted the importance of giving opportunities to people to bring out their ideas and suggestions to develop work. He said that when such ideas and suggestions are made by managers, they turn into orders that must be followed by others. He also discussed how to save money to have a significant impact on people’s behavior.

Bill Bratton from the USA discussed executive leadership and the theory of eliminating crime before it happens. He also discussed the internet impact and transformation and administrative leadership highlighting the police work via the US point of view that sees police as the first step within this system.

He said that crime in US decreased by 65% thanks to crime fighting practices, proving that the police institution is indispensable to fighting crime and delivering security and stability to society. Bratton said that the United Arab Emirates and the United States of America are completely convinced about these practices and they are proud to be professional policemen.

British expert Charles Ledbetter discussed creativity and innovation, its comprehensive means, elements, levels, and impact on societies. He also shed light on comprehensive creativity. He said that creativity versus challenge is not about decreasing loss, but rather about preventing the incident via better and faster police response in cases of crises.

Ledbetter added that there are two types of creativity: sustainable creativity that helps one to endure and the deep creativity that faces certain challenges. He also divided institutional creativity into two segments; one inside and one outside the institution, saying that an institution cannot improve its performance through creativity without knowing the four dimensions of creativity; without merging and integrating these dimensions with people, success cannot be achieved.
