MoI to showcase security and smart initiatives and services at GITEX 2013

ABU DHABI, United Arab Emirates - Saturday, October 19th 2013

The Ministry of Interior is participating in the GITEX Technology Week 2013, which kicks off on Sunday, at the Dubai World Trade Center (DWTC). During its 13th participation, the ministry will display in its pavilion at Sheikh Saeed Hall, the latest generations of modern techniques, as well as several initiatives and smart services provided to the public.

Major General Ahmed Nasser Al Raisi, Director General of Central Operations at Abu Dhabi Police, indicated that this year’s participation comes upon the directives of Lt. General H.H Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior. It includes contribution from all organizational units, divided as per their direct connection to the strategic priorities adopted at the ministry.

Major General Al Raisi added that through the exhibition, the ministry seeks to acquaint the public with the latest e-services and projects including the pioneering Geographic Information System (GIS) in the field of security and safety; in addition to direct communication with the public to ensure the delivery of selected awareness messages.

He mentioned that the exhibition represents a real opportunity to acquaint community members and visitors with the sizeable qualitative progress and the distinguished services achieved by the ministry via the various forms of digital communication.

For his part, Brigadier General Ismail Al Serkal, Deputy Director General of Central Operations at Abu Dhabi Police, noted that the exhibition is a good opportunity to learn about the latest developments in Information Technology. He pointed out that the Ministry of the Interior will showcase the latest the latest manner in which it is using technology to make it easier for the public to make use of its services.

Brigadier General Al Serkal said that the Ministry has endeavored to provide innovative e-services annually, through the participation of a number of its General Departments and Directorates in the Exhibition’s events. He also pointed out that the ultimate strategic objective of the ministry’s participation and permanent presence at the exhibition is to promote the various security services rendered to the public, as well as to spread awareness among community members and businesses, on the importance of benefitting from these services.

Electronic accidents sketching

With respect to traffic, Brigadier Eng. Hussein Ahmed Al Harithi, Director of Traffic and Patrols Directorate at Abu Dhabi Police, and Chairman of the "SAAED Society to Reduce Traffic Accidents”, emphasized that the exhibition is an opportunity to acquaint the public with the new projects, systems and technical solutions used in the field of traffic safety.

Al Harthi continued that the directorate is displaying a number of Traffic Control Systems, notably the radar "sniper", monitoring systems for detecting red signal crossing and other relevant systems. He also noted that members of the public will be acquainted with the Smart Traffic Systems Center, which includes tracking systems, patrols distribution and Traffic diversions safety management system, traffic accidents analysis system, and the smart traffic awareness system.

Moreover, Al Harthi stated that the SAEED Society’s participation in this year’s session of the GITEX Technology Week exhibition is an addition to the society’s sophisticated and unique systems, which enable it to engage in important global markets; pointing out that the public will be acquainted with the Federal Vehicle Portal "Markabati” and the Smart Patrol Systems.

Civil defense

For his part, Colonel Mohammed Abdullah Al Nuaimi, Director General of Abu Dhabi Civil Defense General Directorate, stated that the Directorate will unfurl at the GITEX Exhibition, the Federal Prevention & Safety procedures Electronic system and the Smart Civil Defense Centers Project. He noted that Federal Prevention & Safety procedures Electronic system keeps pace with the modern technological developments, and supports the country’s approach to implement the smart government, namely; performance development; quality services; transactions and procedures automation process with a view to shift to an electronic paper-free business environment; and building a unified database of all prevention and safety licensing procedures.

Colonel Al Nuaimi pointed out that t He noted that the system covers several services, such as: Prevention and Safety procedures for institutions; Engineering Plans Approval procedures; Prevention and Safety Procedures for Buildings; Radioactive Materials Transporting; Prevention and Safety Procedures for temporary buildings.

He added that this system involves many privileges, including a unified database for all prevention and safety procedures and correlation measures, which requires customers to complete all procedures leading up to a specific action, and electronic signature on certificates and licenses.

Information and Communication Technology

Colonel Anwar Al Mulla, Head of ICT Department at Abu Dhabi Police stated that participating at the GITEX Technology Week 2013 is the largest of its kind, and is in pursuance of the police leadership’s strategy to communicate with the public and the various community institutions.

He added: "We have been able, through our participation in the past years in the exhibition, to showcase our technical services and devices, as well as the solutions and services currently applicable, in addition to a number of security and surveillance systems”.

Colonel Al Mulla noted that the electronic services provided by the Ministry of Interior are diverse and vary depending on the various entities. Such services include the Abu Dhabi Police General Headquarters’ website, and the electronic services’ portal, which constitutes the main gateway for e-services provided to the public.

Moreover, Al Mulla stated that the new edition of the ADP General Headquarters’ comprehensive website keeps pace with the technical developments in the field of electronic publishing; according to the latest technologies. It is also commensurate with the nature of the services that ADP General Headquarters seeks to provide in various related fields, in a distinguished and sophisticated manner, saving time and effort for its customers.

He explained that the Ministry of Interior, represented by the Abu Dhabi Police General Headquarters, will also acquaint visitors with a number of initiatives, such as the Abu Dhabi Police services application for smart phones and tablets, which includes a set of ADP services, notably traffic tickets payment, traffic record; inquiries about registered vehicles and reserved plates to name a few. Members of the public will also be able to submit their opinions and proposals via the system, which was designed to be a gateway for smart phone-based police services.

Digital Camera

For his part, Colonel Jamal Juma Habash, Head of Security Inspection Department at the Abu Dhabi Police Security and Ports Affairs Directorate General announced that that the police’s pavilion will also acquaint visitors with the digital camera used in rescue and search of victims in confined and narrow spaces like collapsed structures.

He pointed out that, using a remote mobile screen working wirelessly with the camera installed on the back of a police dog, the camera enables the police dog trainer to follow his movements and get images and videos that help zeroing in on trapped victims in confined spaces and tunnels, thus enabling swift rescue action, to save trapped victims. This system was developed in collaboration with the GIS Security Center, to pinpoint the search location with extreme precision.

E-Passport

Lt. Colonel Matar Kharbash Al Saadi, Head of Electronics and Telecommunications Services Department, at the office of the Assistant Undersecretary for Naturalization, Residency and Ports Affairs, stated that through its participation in the exhibition, the department will brief the public on the e-Passport project, which keeps pace with the latest global technological developments.

He explained that the e-Passport differs from the normal passport, for its high-quality security features, including an electronic chip containing the passport holder’s text and barometric data, with the possibility of automatic reading specification for e-passports, connected to the unified database, which helps speedy data verification for arriving and departing passengers at airports and ports and various border posts in the state.

Moreover, Lt. Colonel Al Saadi pointed out that the new e-Passport conforms with the international standards in this regard; noting that new security features have been added to enable inspectors to notice directly any attempts to tamper or falsify the passport’s data. It also contains an electronic chip with a high storage capacity, which allows storage of all text and barometric data for inspection purposes, in order to complete procedures at the state's border ports, and other countries using this type of passports, quickly and securely. Concluding, he pointed out that the chip will allow additional services in the future.

Information Security   Lieutenant Colonel Faisal Mohammed Al Shammari, Information Security Officer, and Chairman of the Organizing Committee in charge of the Ministry of Interior’s participation at the GITEX Exhibition 2013, explained that the Information Security team at the Abu Dhabi Police General Headquarters, will be participating for the third time in the exhibition, and will be announcing some new projects. The Information Security Team will also take part in a number of presentations as part of the awareness-raising seminars programs, to be held at the Ministry’s pavilion.   Smart Civil Defense Centers Major Mohammed Khamis Al Bariki, Project Manager of the Smart Civil Defense Centers Project emphasized that the project was established to reduce response time between receiving notifications and dispatching emergency teams from the Civil Defense centers in record time, according to international standards. By switching to smart centers, which are controlled by the main Operations Room, the officer in charge of receiving notifications dispatches the concerned centre electronically.

The system operates by sounding the alarm, lighting the passageways and the parking space, opening the parking gates, displaying information on the accident’s location and type while firefighters head to the vehicles. The system also measures response time from the moment the call is received until the first fire truck leaves the center, as per international standards. Moreover, the system automatically implements electricity consumption rationalization and measures water levels in the tanks.

Another important feature is the remote electronic learning system, through giant screens in the Center’s conference rooms at the Civil Defense Academy. This method contributes to the optimal use of time by the task force members while stationed at the center, and enables them to develop their scientific and professional expertise and competencies through lectures, exercises and educational documentaries. The system is also used to publish instructions and administrative orders through the scrolling banner at the bottom of the screen. The system also allows for continuous communication between the commanding officer and the center through his smart phone, as he will receive round the clock briefings from the Center.

GIS Systems

Major Mohammed Saleh Al Mansouri, Director of the GIS (Geographic Information System) Center for Security, noted that the center will be displaying the electronic infrastructure program used to exchange federal security-sensitive geospatial data. Major Al Mansouri pointed out that the program consists of three main projects: a project to equip the GIS data rooms and disaster recovery; a project to establish the infrastructure for federal Geographic Information Systems (GIS); and a project for acquisition and installation of software and databases for Geographic Information Security Systems and Crime Analysis.

Also on display, will be the federal security-sensitive geospatial data, which represents the technological interface of digital maps for internal users. The police resources management system using GIS will also be displayed, and constitutes a sophisticated geographical system, allowing a speedy response, and support for resources and field units in their mandated tasks. It also aims to develop and implement four applications to support management and distribution of forces and police resources, as well as providing the possibility of analyzing the situation on site.

Major Mohammed Saleh Al Mansouri pointed out that the mobile data unit application, which is used for assigning, receiving orders and giving site directions to the field units to arrive as quickly as possible, will also be on show.

Boosting Public Awareness

Major Fawaz Ali, Head of the Media team at the Organizing Committee for the Ministry of Interior’s pavilion, stated that the Ministry's wide scale participation in the exhibition aims at enhancing public awareness with the services it is offering to the people,  to make it easier for the public to make use of these services properly and efficiently.

For his part, Captain Majid Al Hashimi, the Information Security Officer noted that the Information Security Section will display the E-learning System, used to enhance the awareness of the Ministry’s staff members. The system allows measurement of the ministry’s staff awareness level with respect to the relevant informational material, with a view to develop precise performance indicators.

He also indicated that the section will carry out a test to assess any security breaches on electronic services provided by the ministry. This test pinpoints the potential security vulnerabilities that could be exploited by hackers to hack into these systems.  The section will also provide solutions to address these gaps.

Concluding, First Lieutenant Yusuf Sultan Bin Huwail, Chairman of the Coordination and Follow-up team for the Ministry of Interior’s pavilion, pointed out that this year’s participation is the largest of its kind, and features a large number of police departments; thus providing diversity in stands and available systems for visitors.
