Capital Police: Awareness Initiatives for Public Supports Efforts to Fight Crime

The Capital Police Directorate said that the alarming crimes in Abu Dhabi have decreased by 4% during the first eight months of 2013. The directorate categorized crimes based on criminal style, modus operandi, and circumstances. This has helped detect criminal activity and address it. The directorate managed to implement a package of procedures to fight crimes through security programs and initiatives that helped decrease crime rates.

The directorate’s efforts to fight crime focus on raising awareness among citizens and residents and introducing them to their responsibilities in this regard. The directorate also uses advanced means and provides security coverage to its jurisdiction accelerating the process to arrest criminals. The Crime Prevention Council was given a major role to form an essential part of the Abu Dhabi Police’s prevention system.

Brigadier Maktoum Al Shareefi, Director of the Capital Police Directorate, explained the indicator of the decrease in the alarming crimes in the directorate’s jurisdiction. "Within eight months, since January 1st 2013 until August 31st, such crimes went down by 4% compared to the same period last year, registering 304 disturbing crimes in 2012 compared to 295 crimes of concern in 2013,” he said.

Brigadier Al Shareefi attributed this decrease to prevention policies and initiatives, through which the Abu Dhabi Police is tackling crimes, in addition to new advanced means in fighting crime, high qualifications of police members, awareness-raising endeavors among citizens and residents, and motivation efforts to urge them to cooperate. He considered this decrease as evidence to the good will and intention to achieve the ambitions of the police leadership. He said: "This decrease reflects the vision of the police leadership to protect the achievements of security and safety across the Emirate of Abu Dhabi by providing distinguished police services to its residents and visitors.”

Brigadier Al Shareefi added: "The Capital Police Directorate is a vital security sector that is entrusted with a significant role in protecting the security and stability achievements in the Emirate of Abu Dhabi. Using all available means and programs, the directorate has fought all types of crimes, leading to a decrease in the offences indicator. The police institution will continue its efforts to develop its work and services to support the measures against crime, aiming to decrease crime rates in order to achieve societal safety.”

The Capital Police Directorate is using a category system based on criminal style, modus operandi, and circumstances. This system has helped detect criminal issues and tackles such cases using practical and well-advised plans, resembling those used in the most advanced countries in the world; crimes of concern include theft, murder, assault, and other such disturbing crimes”, he said.

Regarding the work and policies of the Capital Police Directorate in fighting these crimes, Brigadier Al Shareefi explained: "Fighting crimes, raising security awareness among the public and protecting security and safety achievements represent a very important goal for the police institution. The directorate has established a number of procedures to fight crimes via security programs and initiatives that efficiently work to decrease crime rates within our jurisdiction. We also formed teams regarding ‘theft reports against unknown persons’ and prepared analytical security studies on some reports and methods used in criminal activities and distributed these studies to the police stations at the directorate. This is done so that they can start preparing practical plans based on these security studies.”

"Under these programs, community police members and security patrols at the police stations carried out awareness campaigns to educate building security personnel on how to deal with alarming crimes. The patrols have distributed brochures in different languages containing phone numbers of police stations and the Operations Room to speed up crime reporting and empower communication with the police. The initiatives include the formation of teams to tackle different security issues, while intensifying efforts across residential areas during the summer months via strong presence of security patrols around-the-clock to guarantee the safety of residential areas. The initiatives also raise awareness among "Mawaqif” employees to give instructions to vehicle owners to lock their cars and avoid leaving any belongings inside, especially at night.”

He added: "The directorate has played a vital role in detecting criminals in many cases, including car theft and car smuggling. After receiving reports, the directorate, in collaboration with the Customs Administration, has investigated the cases and identified the methods used to smuggle the cars outside the country using road border points. The police members’ efforts resulted in the arrest of a number of the gang members.”

Brigadier Al Shareefi described social partnership as a major link between the police institute and society, which serves as a supporter to the security and stability achievements. "The Capital Police Directorate has adopted a number of strategies to support the security process and consolidate the concept of social partnerships. We have achieved remarkable success in involving the community to protect the security and stability achievements,” he said.

"The Crime Prevention Council is one of the social partnership aspects. It is a part of the Abu Dhabi Police’s system to prevent crimes. It has received unlimited support and all necessary means to facilitate work from the police leaderships,” he added.

Brigadier Al Shareefi continued: "The benefit resulting from the council is due to its efforts to increase the involvement of governmental institutions and departments to support social responsibility to fight crimes, in addition to its activities and programs that serve its major goals. We are looking forward to achieving more development and success.”

Regarding the ISO certificate obtained by the Capital Police Directorate, he said: "At the directorate, we believe in excellence and success when we carry out our responsibilities and duties, in order to achieve the vision of the Abu Dhabi Police GHQ. This excellence is uninterrupted as the Capital Police Directorate recently obtained an extension on its ISO 9001:2008 certification for quality management. This extension was obtained after the samples, which were taken and tested during the second follow up visit by Lloyds International last May, were found to be compliant with the requirements of the quality management system.”

He said that no non-compliance cases at the first class or at any other secondary classes were found during the review. He added: "Our policies and operational plans have helped to increase the customer satisfaction rate by 3.6% compared to last year. We are planning for more creativity to raise the bar of success, in order to improve our work and develop the services provided by the directorate and the police stations to customers within our jurisdiction thereby building on the excellence process.”

Brigadier Al Shareefi highlighted the efforts to raise awareness among banking clients regarding theft incidents. He shed light on the collaboration with banks, saying that the reports received at the police stations regarding thefts against banking clients have not yet raised an alarm. He said: "Enhancing security awareness, dealing with minimal crime rates, and detecting any such cases before they turn into a criminal issue is the policy of the Capital Police Directorate in fighting crimes.”

He added: "The directorate launched an awareness campaign via the Security Media Department, involving the Criminal Investigation Department and the Community Police Department and banks. The campaign introduced banking clients, both citizens and residents, to the means used by hustlers to hunt their victims. Clients were educated on how to avoid these incidents. The campaign urged clients, if they become a victim, to contact the police via 999 immediately. It explained to them the damage of such fraud and theft cases and their impact on society. The campaign called upon bank employees and security companies’ employees to help elders and women, and give them directives on how to protect their cash after leaving the bank.”

Brigadier Al Shareefi pointed that the campaign was highly welcomed by the people who responded to the police advice and instructions, saying that such an attitude confirms the awareness level of all society categories.

He considered that grocery-related crimes are aspects of minimal negative implications to the security of society. Following the implementation of the "Groceries Consolidation” Project and the commitment to settled measures, procedures, and conditions, Abu Dhabi witnessed as an Emirate a number of benign effects. The reports related to grocery incidents decreased significantly and parents were advised to be attentive and not to send their kids un-chaperoned to groceries or any other places where workers are present on their own.

Al Shareefi urged citizens and residents to be more cooperative with the police to maintain the achieved security and stability aspects, which are ultimately important and inevitable to the progress and prosperity of the country.

The brigadier highlighted the advantages of raising awareness among both nationals and residents to combat crimes of concern and contribute to lowering their index. Al Shareefi pinpointed the diversity of methods adopted by the Abu Dhabi Police for spreading security awareness education, dealing with factors leading to crimes and violations, and addressing all society categories. The Directorate organizes community, school and sporting events, distributes awareness brochures, and has the Ramadan tents festival. They also provide people with the directorate’s phone numbers and contact to its branches.

Al Shareefi demanded that nationals and residents do not hesitate to report any practices or issues that they deem dangerous to stability and security. He stressed that all personnel are fully ready to provide all facilities needed in the least possible time.

He touched upon the efforts of the community police in police stations, which play a great role in raising awareness to enhance crime combating and foster a community-police partnership. The brigadier mentioned that as a result of substantial planning, the community police sections of police stations of the Police Directorate of Abu Dhabi were able to enhance security awareness in society and settle the concept of societal partnership between the police and the community. The audience is thus capable of preventing and fighting crime.

He added that all initiatives and services provided in the field of community police are diverse. They include the availability of community police entities in the markets and shopping malls, such as the Marina Mall, Khalidya Mall, and Abu Dhabi Corniche.
