Saif Bin Zayed Reviews Study on Criminal Justice and its Applications in the UAE

Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior recently reviewed a study on criminal justice, its concept, regulations and the UAE applications in this regard. The study was prepared jointly by Brigadier General Dr. Abdullah bin Sahoo Al Suwaidi, Director General of Residency and Foreigners Affairs in Sharjah, and Dr. Mohammad Al Amin Al Bushra; faculty member at the Emirates Institute for Citizenship.

Brigadier General bin Sahoo briefed His Highness on the  study’s objectives, in the presence of Major General Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior. H.H praised the efforts of both researchers and urged them to pursue further studies and researches that serve the Emirati society.

The study recommended developing concepts that reinforce police work, serve as a reference for Police College students, and provide an opportunity for researchers to gain in-depth knowledge about criminal justice’s various aspects. It also sets benchmarks for the criminal justice system according to internationally accepted standards and principles; and calls for computerization of the criminal justice system and operations to combat the growing threat of cyber crime.

Furthermore, the study recommends the establishment of a United Nations Regional Institute to provide studies and training in the area of criminal justice, to be based in the UAE along the lines of the other reputed United Nations Criminal Justice institutes.

"The research is in pursuance of Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior’s humanitarian and social visions, as well as his directives to establish criminal justice, and achieve sustainable security; based on the social rules that stem out of the UAE society’s cultural heritage.  Those visions are reflected in the security strategy undertaken by His Highness, based on justice, equality, integrity and community values,” noted Brigadier General bin Sahoo.

Bin Sahoo stressed that the UAE is a leading country in terms of encouraging criminal justice studies and implementing justice processes, through legislations and entities based on separation of powers and human rights. "The UAE is also the first Arab State to approve graduate studies leading to both a Master’s and a Ph.D. degree in Criminal Justice,” he continued.

Brigadier Ali Khalfan Al Dhaheri, Director - General of the Headquarters Affairs at Abu Dhabi Police and Colonel Saud Al Saadi, Director of the Secretariat of the Office of His Highness the Minister of Interior attended the meeting.

According to Brigadier General bin Sahoo: "The study aims at defining the concept and origins of criminal justice. Among its objectives: studying the criminal justice systems, their different bodies,  functions and procedures; identifying  the criminal justice systems’ legislations; examining the relationship between criminal justice and crime prevention and its novel alternatives, such as restorative criminal justice and the varying social circumstances.” The study also highlighted international efforts and commitment to criminal justice. It tackled the UAE criminal justice system applications, legislations, bodies, operations and contemporary trends; and acquainted staff members of the various criminal justice system entities, namely; the Prosecution; the Judiciary and the Punitive and Correctional Establishments, with the role undertaken by these entities. "The study also underscored the importance of coordination and cooperation between these bodies, and the need to develop a vision with a view to allow the UAE to play a leading role in this area in the Arab region,” concluded Brigadier General bin Sahoo.
