United Nations Consultant Praises Law Respect Culture Bureau’s Experience

ABU DHABI, United Arab Emirates - Wednesday, October 2nd 2013

Sultan Hamid Al Jasmi, the United Nations Consultant in the State, praised the idea of establishing the Law Respect Culture Bureau as a pilot experience in the world emphasizing the pivotal role that the country aspires to accomplish internally and externally.

Al Jasmi made this statement during his meeting with the bureau’s team to review the UAE's experience in the field of legal education and promoting legal awareness among individuals.

Stressing that this civilized experience underscores the state’s official institutions’ commitment to maintaining the personal interest of individuals, he said, "Not only are these institutions disseminating amended laws in line with the evolution of societies, they go beyond what other civilized states do by reaching individuals, acquainting them with applicable laws, and educating them about their rights and obligations in each legislative text. This effort is carried out to avoid any liability or legal responsibilities that would subject community members to retribution or punishment, which would negatively affect their public life.” He pointed out that each individual’s interest is in respecting the law and contributing to them, and advocating respect for them.

Lieutenant Colonel Dr. Salah Obeid Al Ghoul, Director of Law Respect Culture Bureau, the General Secretariat of the Office of H.H. Deputy Prime Minister & Minister of Interior indicated that the bureau was established to realize the ultimate vision of Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior. With regard to the application of the legal principle, His Highness said, "Ignorance of the law excuses no one.” A great deal of injustice can befall individuals who are not presented with good educational and cultural opportunities; His Highness ordered the establishment of a bureau dedicated to informing and educating community members about the laws enforced in the state. This information is to be provided in all applicable languages to reach the broadest spectrum of society members.

Furthermore, Lieutenant Colonel Al Ghoul highlighted the goals of the Law Respect Culture Bureau, which is to promote legal awareness and instill the law respect culture among community members of all ages and categories. This is to be carried out by creating a social culture among them on the need to respect legislations (written laws) and unwritten laws (values and morals). He further stipulated that the laws ought to be followed because of their vital role in protecting their rights and their lives, and ensuring their safety and freedoms. The bureau strives to achieve these goals through two firm approaches; namely, providing legal knowledge, which overcomes ignorance of laws, and instilling respect for the law, which relies upon creating a positive relationship between the individual and the law. Dr. Al Ghoul also stated that ignorance of the law is one of the most common causes of legal violations; that is why delivering the legal message in a simplified and understandable way to a broader spectrum of society became a pressing need. This is done to protect individuals from whatever influences their behaviors that are incompatible with the laws and values of the state, whether by their awareness and understanding, or inadvertently.

Lt. Colonel Dr. Hamoud Saeed Al Afari, Deputy Director of the Law Respect Culture Bureau, noted that this visit is the result of cooperation between the Law Respect Culture Bureau and the representative offices of the United Nations in the country. "Cooperation with  international organizations is one the bureau's strategic objectives to convey a civilized image of the state and its institutions that strive to provide quality services to the public,” concluded Al Afari.
